Reference – The Sale of Gilestone Farm - Talybont-on-Usk

Dear Minister
Many thanks for your response dated 25th July to our letter dated 28th June 2022.
In your response you clarified no agreement had been made with Green Man to lease or purchase the site at Gilestone Farm. You stated you had received a draft of the full business plan for the site on 28 June 2022 and the due diligence and assessment process was underway.
You also stated you did not expect your officials to finalise the process until at least September, but it could be later, depending on their initial findings.

Previously you wrote that your officials would arrange to meet with the Community Council once the plan had been fully assessed.

We also ask that the following issues are addressed.
Residents and local groups are receiving letters from Welsh Government, stating future consultation will be provided with the Community Council.  This gives residents the expectation that something is imminent which is causing Talybont-on-Usk Community Council some concerns.
  • What timelines are Welsh Government working to, and is there a consultation plan?
  • Is there a strategy for Gilestone Farm and what Welsh Government Policies are sought to be delivered?
  • Regardless of tenant or land management, the Orchard Walk situated on Gilestone land is now a Community Council Asset as agreed with its previous owner. Can you provide any assurances the Orchard Walk will remain a Community Council Asset for the Community to enjoy and not be affected by the sale of Gilestone.
Has Welsh Government a position statement, that Talybont-on-Usk Community Council can communicate to residents at this time.

We await your response.

Your Sincerely
Keren Bender
Clerk to Talybont-on-Usk Community Council
